Project Description

The project concept includes the conversion of approximately 1.25 acre underutilized parking lot to an attractive public space use and gathering in the heart of historic downtown Chelsea. The site, Palmer Ford parking lot, is owned by the City of Chelsea and its Downtown Development Authority.  The proposed mixed use pavilion includes and addresses the following:

  • A Barrier Free Accessible Public Restrooms and Indoor Storage.
  • Enhances the existing site by creating a visual gateway into the site – incorporating the historical aesthetic and scale of downtown Chelsea.
  • The proposed pavilion ensures the flexibility of the existing site – providing open space for such activities as the Farmer’s Market, downtown concert events, etc.
  • Enhances the security of the site with new exterior site lighting sensitivity to the adjacent residential areas.
  • Provides an elevated performance stage integrated into the covered pavilion.
  • New commercially scaled utilities with enhanced electric service.
  • New site amenities such as drinking fountain, water bottle filling station, solar phone charging, etc.
  • New storage for Market and other activities.
  • The utilization of grass / permeable pavers.
  • The Utilization of green technologies: solar, rain garden, etc.
